The Supreme Court of Ukraine Issued a Final Ruling Confirming the Legality of Valeria Gontareva’s Appointment as Governor of the National Bank of Ukraine

The Supreme Court of Ukraine rejected a petition to review the ruling by the Higher Administrative Court of Ukraine (hereinafter – the HACU), dated 28 July 2015, in a case connected with claims filed by Mr Yurii Karmazin and Ms Natalia Tselovalnichenko against Ukraine’s President Petro Poroshenko and Governor of the National Bank of Ukraine Valeria Gontareva as a third party. The claimants questioned the legitimacy of the Ukrainian President’s decision to appoint Ms Gontareva as NBU Governor by arguing that she lacked the necessary senior managerial experience in Ukrainian banks.

However, having listened to the arguments put forward by both sides, the Supreme Court of Ukraine ruled to reject the petition by Mr Karmazinand Ms Tselovalnichenko. The Supreme Court of Ukraine stressed that the ruling is final and without appeal.


The NBU states that the Supreme Court of Ukraine has upheld the ruling by the HACU confirming the legality of Ms Gontareva’s appointment as Governor of the NBU.


The NBU stresses that the rules of procedure for the appointment of the NBU Governor in 2014 were fully in line with applicable laws.

Valeria Gontareva meets all the eligibility criteria set out in Article 18 of the Law of Ukraine On the National Bank of Ukraine. She has an irreproachable business reputation and over 20 years of experience leading Ukrainian and international financial institutions, as well as 11 years, 3 months, and ten days of senior managerial experience in the banking industry.
