“Reforming
of the agricultural industry should be continued in 2016. Deregulation is the
way to fight corruption in the agricultural sector,” Oleh Protsenko,
the reforms project manager of the National Council of Reforms in the
agriculture sector, says.
The
Ministry of Agrarian Policy and Food of Ukraine received a clear message from
farmers that there was a need to continue the simplification of the business
environment and the development of clear “rules for the “game” in the agrarian
market.
“The
effective and systematic deregulation in the agricultural sector enables us to
solve a number of problems at once,” Oleh Protsenko particularly
notes. “Thus, we can simplify the business environment for farmers, removing
the unnecessary permits and paperwork, and to reduce the level of corruption.
There will be less room for direct contacts with public officials, thus
creating the conditions to avoid corruption risks.”
By now
the Ministry of Agrarian Policy and Food of Ukraine has established active
cooperate with the public to develop common approaches to the long-term
development of the industry, with the stakeholders’ in the agrarian market
opinion being taken into account.
“Today,
the Ministry of Agrarian Policy and Food of Ukraine and the public organization Agro.ReformsUA,
which has set the deregulation as a priority area of work, have set a list of
deregulation initiates in close cooperation with farmers”, Oleh Protsenko noted.
“At the beginning of 2016, it will be finally agreed with farmers and professional
associations, and submitted for consideration to the Verkhovna Rada of
Ukraine.”
The
following year is expected to see the continued deregulation and cooperation
with the public and farmers in the regions.
