Ukraine and the United States have become full partners under the Open
Skies Agreement starting today, according to Volodymyr Omelian, Deputy Minister
of Infrastructure.
"As the U.S. Embassy in Ukraine has just
announced, all legal formalities have been completed, and the Agreement between
the Government of Ukraine and the Government of the United States of America on
aviation services entered into force," Omelian wrote on Facebook.
The official recalled that the Open Skies Agreement was signed July 14,
2015 in Washington, DC, and was ratified by the Verkhovna Rada of Ukraine
November 4.
It is noted that the document introduces the following
changes to the air services between Ukraine and the United States: an
opportunity to the airlines of both parties to carry out fifth freedom flights
(the right to take onboard passengers on foreign soil who are traveling to any
third country, and also take cargo and mail to be delivered to third countries;
as well as the right to disembark in the territory of a signatory state
passengers and unload cargo and mail coming from any other territory). The
agreement also sets an arbitrary frequency and capacity of aviation services by
carriers of both parties. Independent ground handling at airports is also
allowed.
