At its meeting the Government took the decision to sign the agreement with
the European Union on the participation of Ukraine in the EU
"Competitiveness of small and medium enterprises (COSME) (2014 -
2020)".
COSME is a leading EU programme with a budget of 2.3 billion euros,
aimed at creating favorableconditions for development of small and medium
enterprises (SMEs) and is implemented in the framework of the strategy «Europe
2020».
The accession of Ukraine to the program will contribute to the development
of Ukrainian business environment, analytical and advisory services related to
export-import activities of the enterprises. It will also expand trade and
economic relations, as well as harmonize Ukrainian legislation in the sphere of
small and medium enterprises to the European standards and improve conditions
and culture of doing business.
The programme envisages the participation of Ukraine in the following
components:
- improving the access of
SMEs to markets; This component foresees the advisory and
analytical services related to the accompaniment of export-import activities of
enterprises, internationalization and expansion of trade and economic ties.
- improving the regulatory
conditions for the functioning of SMEs; The component aims at identifying
and removing the unnecessary regulatory barriers in the internal EU market.
Furthermore, it focuses on implementation of the Small Business Act for Europe
in third countries, providing a network of Commissioners on SMEs (SME Envoys),
as well as on the participation of third countries in SME Envoy work by
creating sectoral working groups to exchange experiences between the
relevant public authorities and stakeholders.
- the creation of a better
culture of doing business. The component is implemented through diverse
training and educational programmes (including funds under the "Erasmus
for entrepreneurs" programme). It foresees sectoral workshops,
seminars, exchange programmes, internships, etc.
