Gov't approves key directions of amendments to Ukraine's Constitution on judicial reform

The Cabinet of Ministers by its decision of 21 October has approved the key directions of amendments to the Constitution of Ukraine on judicial reform.
In particular, it has been envisaged the transition to the three-level system of courts and determining the network of courts exclusively by law.
To eliminate political influence on the judiciary, the Government proposes to create a single collegial body responsible for the selection, career and responsibilities of judges.
The concept of changes implies a full reset of the judiciary on the transparent and competitive basis, which fully meets the standards of human rights. The particular emphasis has been put on providing access to judicial profession for young professionals. However, it is assumed that the powers of acting judges who do not declare their participation in the competition or fail to pass it will be automatically stopped since the very start of the operation of a new court.

The Government has instructed the Ministry of Justice to determine the directions of amendments to the Constitution of Ukraine on judicial reform and to bring them to the attention of the Constitutional Commission.
