Issuance of Ukraine-/Russia-related General License 1B; Updated FAQs

Today, the Department of the Treasury’s Office of Foreign Assets Control (OFAC) is issuing Ukraine-/Russia-related General License 1B and is publishing updated Ukraine-/Russia-related FAQs and one new Ukraine-/Russia-related FAQ.

These changes relate to the amended Ukraine-/Russia-related Directives 1 and 2 that were issued on September 29, 2017 in accordance with Title II of the Countering America’s Adversaries Through Sanctions Act of 2017 (CAATSA).

Certain CAATSA-related prohibitions in amended Directives 1 and 2 had a delayed effective date of November 28, 2017.  In order to account for the fact that the CAATSA-related prohibitions in amended Directives 1 and 2 have now come into effect, OFAC is issuing General License 1B to address the decrease in the maturity dates for Directive 1 from 30 days to 14 days, and the decrease in the maturity dates for Directive 2 from 90 days to 60 days; in the case of both directives, these new prohibitions relate to debt issued on or after November 28, 2017.  OFAC is also publishing updated Ukraine-/Russia-related FAQs and one new FAQ.

Ukrainian President: Not recognizing the Holodomor is as immoral as denying the Holocaust

On the Day of Remembrance of the Holodomor Victims in Ukraine of 1932-1933, President Petro Poroshenko took part in the measures on commemoration of the innocent casualties of those dreadful years.
In the course of the ceremony of honoring the victims of the Holodomor of 1932-1933 in Ukraine, President Petro Poroshenko stressed the importance for our descendants “to always know that it wasn’t just an artificial famine, but a thoroughly planned Holodomor”.
“It is a genocide by all indications as defined in the UN Convention of December 9, 1948. To make it clear for all continents that not recognizing the Holodomor is as immoral as denying the Holocaust,” Petro Poroshenko said, adding: “I think it is time for ourselves to pass a law on the responsibility for not recognizing these two unprecedentedly horrible tragedies”.
The president reminded that 14 countries at the parliamentary level also recognized the Holodomor as a genocide, and Ukrainian diplomacy continues to tell the truth to the peoples of the world. He said that in March 2017, the Portuguese Assembly identified the Holodomor as a genocide, and in early November the US Congress also presented a draft resolution.
“We thank our American friends and expect an effective vote in the Capitol Hill, where a memorial to the victims of the Holodomor Genocide has been established. And such monuments or memorials exist in fifteen countries of the world,” Petro Poroshenko stressed.
The ceremony was attended by Prime Minister Volodymyr Groysman, First Deputy Head of the Verkhovna Rada Iryna Gerashchenko, Head of the Crimean Tatar Mejlis Refat Chubarov, clergy, public figures, diplomats, government officials and people’s deputies.
