Cabinet of Ministers of Ukraine in cooperation with the World Bank draft a bill to reform railway sector of the country

The Ministry of Infrastructure of Ukraine in close cooperation with the World Bank elaborated a draft law "On the railway transport". Experts of the World Bank note they support the basic principles of this bill.
In their independent expert assessment, the World Bank stresses that drafted by the Ministry of Infrastructure bill would facilitate the implementation of the reform programme that is fully compliant with EU directives in the railway sector. Ukraine assumed relevant commitments after the signing of the Association Agreement with the EU in 2014.
In addition, the World Bank backs norms contained in the document that ensure equal access for all the qualified participants of the transport market to rail infrastructure, the corporatization of Ukrzaliznytsia and other principles as well.

The Ministry of Infrastructure expects that after ratification and entry into force, the Law shall completely change the model of public management and control over the railway industry, as also shall lay the basis for the creation of competitive market conditions of functioning the branch, similar to those in effect in the developed countries.
