The Single Window system,
introduced at the initiative of Prime Minister of Ukraine Volodymyr Groysman,
is now operating at the Ukrainian customs.
On Thursday, Finance Minister Oleksandr Danyliuk and
Chairman of the State Fiscal Service Roman Nasirov demonstrated operation
of the Single Window principle at the Stolychny customs point of the
Kyiv customs.
"It was a huge decision
for the Government. We are very grateful to the Prime Minister because he
personally initiated it, assumed personal responsibility to introduce in
Ukraine a system similar to those in effect in most developed countries of the
globe", said the SFS Chairman during the presentation of the work of the
Single Window.
"A customs reform is the
most anticipated reform among the major transformations in Ukraine, in the
financial sector. The reform that envisages the introduction of the Single
Window is, I believe, the most crucial reform within the framework of
retrofitting the customs authorities”, said Minister of Finance of Ukraine
OlexandrDanyliuk. “It was a team effort of a large group of people - the
Ministry of Finance, the SFS, our colleagues from the Cabinet of Ministers and,
of course, this was done under personal supervision of the Prime Minister. It
shows that when everybody is focused on results, these results are seen and
they are positive for everyone."
A commission to develop the
Single Window system was given by Prime Minister of Ukraine Volodymyr Groysman
on the outcomes of a meeting on 21 April aimed to reform the customs
authorities in line with the standards of the European Union, to simplify
customs procedures and increase the revenue from customs.
"The Ministry of Finance,
the SFS, the Ministry of Economic Development and Trade, the Ministry of
Agrarian Policy and Food, the Ministry of Ecology and Natural Resources of
Ukraine, the Ministry of Culture, the Ministry of Health with the participation
of the National Bank are commissioned to form a working group under the
chairmanship of Minister of the Cabinet of Ministers of Ukraine Oleksandr Saienko to
ensure the introduction of a single window principle during customs control and
customs clearance of goods, and on the results to submit in a three-week’s
period a draft act of the Government, which will provide the reduction of terms
and simplifying of import-export operations, as well as to ensure their video-recording",
reads the Protocol order.

The Single Window system aims
at establishing a single electronic data base enabling various controlling
authorities and customs offices to automatically exchange data on consignments
passing the border of Ukraine and on the results of their inspection.
The system is being implemented
in accordance with the Decree of the Cabinet of Ministers No. 364 dated May 25,
2016 “On selected issues related to the implementation of the “Single Window”
procedure for customs, sanitary, epidemiological, veterinary, phytosanitary,
ecological, radiological and other kinds of state control”. The above Decree
also sets the procedure for information exchange between fiscal authorities,
other state agencies and companies by using electronic data transfer tools.
The Single Window was launched
at the customs by the State Fiscal Service on 1 August. Earlier, IT experts had
completed the elaboration of the required software and run it. Moreover,
administrators of related services were familiarized with peculiarities of
operation of the system.
