President: The Act Declaring the Independence of Ukraine would have been impossible without the Fourth Universal

President Petro Poroshenko is confident that the Act Declaring the Independence of Ukraine would have been impossible in 1991 without the Fourth Universal approved 100 years ago.

“The Act Declaring the Independence of Ukraine would have been impossible without the Fourth Universal. If our glorious ancestors hadn’t sowed the seeds of the idea of independence in 1918, they wouldn’t have grown to almost unanimous support in the referendum of 1991,” the Head of State noted in the speech during the solemn event on the Day of Unity of Ukraine and the 100th anniversary of the proclamation of independence of the Ukrainian People’s Republic in Kyiv.
