We dedicate this report . . .
To the estimated 80 percent of the poor, and those of
moderate means, without meaningful access to our justice system;
To the legal services lawyers who dedicate their
careers to serve those who are less fortunate;
To the thousands of unsung lawyers who provide pro
bono service to the public to further the cause of justice for all;
To the judges, public defenders, prosecutors and court
personnel who work every day to serve the public in overcrowded courthouses and
underfunded court systems;
and To all who seek innovative answers to enhancing
access to, and the delivery of, legal services.
