Action Plan for 2016 - 2017 to implement the Strategy for overcoming poverty approved

The Cabinet of Ministers of Ukraine by its decree endorsed the Action Plan for 2016 – 2017 to implement the Strategy for overcoming poverty.

The draft order was prepared by the Ministry of Social Policy of Ukraine pursuant to paragraph 2 of the ordinance by the Cabinet of Ministers of Ukraine dated 16.03.2016 No. 161-R "On approval of the Strategy for overcoming poverty". In addition, finding solutions to the problem of overcoming poverty is a priority for the global community that is stipulated for by the European Social Charter and the Sustainable Development Goals for 2015-2030 endorsed at the UN Summit.


To elaborate the draft Action Plan there were engaged central executive authorities, parties of a social dialogue and public organizations.

It is expected that the implementation of the tasks defined in the Strategy will contribute to reducing poverty in the country.

In particular, it is planned until the end of 2017 to implement a complex of measures aimed primarily at increasing the size of incomes from labor activity, engaging citizens in the labour market, providing targeted assistance and improving the effectiveness of social support programs.

Special attention will be given to raising the access of the population to social, educational and health services regardless of place of residence. For this purpose, as specialists of the Ministry of Social Policy noted, there have already been established appropriate mechanisms related to the decentralization of power and a local government reform, and also new tools will be launched.

The Strategy for poverty overcoming in Ukraine will be implemented comprehensively. One of the most important tasks is to minimize risks of social exclusion of the rural population; minimize risks of poverty for the most vulnerable categories of the population; to prevent poverty and social exclusion among internally displaced persons, the line Ministry explained.
