Ukraine's Parliament speaker describes four principles of decentralization


Chairman of the Verkhovna Rada of Ukraine Volodymyr Hroisman has announced that participants of the Regional Development Council on Friday agreed on four fundamental positions to be reflected in the Constitution.

"We discussed the changes to the Constitution in terms of decentralization. All have agreed that there are four positions of principle that should be reflected in the Constitution," Hroisman posted on Facebook.

According to him, the agreed positions suggest that the community (village, town, city, their unions) should be a basic unit of local government with the greatest scope of authority.

The second principle is described as subsidiarity, ubiquity and financial self-sufficiency of local government.
In addition, the principles include a three-level system of local government with a clear division of authorities and executive bodies at every level.

The fourth principle stipulates that a transfer of authority to the local governments should be balanced by the system of control on part of the voters and the state.
