Under the law, elections of deputies of village
councils are held by the majority system of relative majority in single-member
constituencies, which divided the territory of the respective administrative
units.
Deputies of the regional, city and district councils
are elected under the proportional system with open lists. Entry barriers for
parties increased to 5% (the election in 2010 acted 3% threshold).
In the local elections can take part political
parties registered as of the date of publication of the law. The transitional
provisions of the law established that the elections to local councils Crimea
and some regions of Donetsk and Lugansk regions are not carried out "in
connection with the temporary Russian occupation and military aggression
against Ukraine and the inability to ensure compliance with electoral standards
of the OSCE."
The law does not provide for participation in
the elections and electoral blocs of parties.
Election campaign begins 50 days before election
day.
Earlier, the Verkhovna Rada adopted a resolution
on holding in Ukraine the next local elections on 25 October.
Deputy Head of the Central Election Commission
Andriy Magera said that the electoral campaign will start on September 5.
