President of Ukraine Petro Poroshenko has signed laws on amendments to the Code of Ukraine on transfer pricing (bill No. 1861), on reducing the tax burden on taxpayers, and on the taxation of non-profit organizations (No. 2049), Deputy Head of the Presidential Administration Dmytro Shymkiv said at a briefing in Kyiv.
Amendments to transfer pricing regulations increased the threshold of operations falling under the controlled definition, from UAH 20 million to UAH 50 million. The head of the profile parliamentary tax committee, Nina Yuzhanina, said the bill does not loosen attention on large producers regarding transfer pricing and does not change criteria with respect to related parties.
As reported, experts have repeatedly pointed out that the adoption in late 2014 of revisions to the law on transfer pricing on tightening its rules actually blocked the implementation of the law in practice, and entails additional threats to businesses.
With regard to the law on reducing tax pressure on business, it provides for the transfer of powers of providing generalized tax advice to the Finance Ministry with their obligatory unveiling on the official website of the agency.
