The Law provides for the establishment of a
new system of prosecution bodies, namely, the General Prosecutor's Office, the
regional prosecutor's office, the local prosecutor's office, the military
prosecutor's office and specialized anti-corruption prosecutors.
The selection of personnel in the prosecution
authorities will deal with qualification and disciplinary commission of
prosecutors, whose members will be appointed by the All-Ukrainian conference of
prosecutors.
The law provides that the principal organs of
the prosecutor's self is the All-Ukrainian Conference of Employees of the
Prosecutor's Office and the Council of Prosecutors of Ukraine.
On administrative positions in specialized
anti-corruption prosecutor's office 4 person appointed by the Board of
Prosecutors and 7 - the Verkhovna Rada (Ukrainian parliament).
In addition, according to the law, the total
number of employees of the Prosecutor's Office is 15 thousand.
According to the law, the prosecution loses
the general oversight function.
Powers of prosecutors in the field of public
relations has hampered theirs ability to perform actions on representation of
interests of the citizen or the State in court.
As a consequence, the prosecuting authorities
are deprived of the power to intervene directly in the activities of citizens,
private enterprises and organizations outside the sphere of criminal
proceedings.
