President Petro Poroshenko signed the Law of Ukraine "On the Higher Anti-Corruption Court".
The Head of State remarked that June 11 is a historic day for Ukraine - last year, the visa-free regime with the European Union was introduced for Ukrainians and today he signs this Law in the presence of future and current leaders, students of the Ukrainian Academy of Leadership.
"Finally, we stopped using the phrase "the bill on the Higher Anti-Corruption Court" and we are making the Law of Ukraine "On the Higher Anti-Corruption Court", - said Petro Poroshenko.
The Head of State stressed that in order to complete the formation of anticorruption infrastructure, there were not enough honest, fair, objective and independent judges. The President thanked for the support of the judicial reform, which provided for the liquidation of the immunity of judges. They should not be persecuted for the decision, but if they committed a crime, they should be responsible. The reform also made it possible for a full re-launch of the judiciary corps.
"In my last year's statement on foreign and domestic policy, it was clearly emphasized on the creation of the Anti-Corruption court in the shortest possible period. In the Law "On the Budget" for this year, we have clearly anticipated the costs of an Anti-Corruption court, the key thing - already this year. No one will be allowed to postpone the creation of a court "for later". But many believed that they would be able to stop the process", - said the President, noting that there were demands for him to withdraw his bill.
Petro Poroshenko said that he invited the public to join the creation of the document, and some public activists, including Georgiy Vashadze, developed a bill that fully complies with international standards. After this, the Head of State signed the petition and submitted it to the Verkhovna Rada for consideration. The president recalled that nearly 2 thousand amendments were proposed to the document in the Parliament: "It was thought that two thousand amendments would block the consideration or we will violate the procedure". However, the rules were followed and on June 7 MPs voted for the Law.
The President stressed once again that the adoption of the Law "On the Higher Anti-Corruption Court" is a victory of Ukraine, because the joint work has developed an independent anti-corruption infrastructure, which creates all possibilities for effective fight against corruption.
"This is not the end of work. This is just the beginning. I want to address our foreign partners, as the law provides for an institution of foreign experts, whose candidatures must be provided by international and authoritative organizations specializing in the fight against corruption and where Ukraine participates in the intergovernmental level. For a very short period of time, at least 12 candidates have to apply to the High Qualifications Commission of Judges (HQCJ) in order for us to launch the process of creating a court", said Petro Poroshenko.
The Head of State also addressed the Government and the Ministry of Finance to urgently allocate the funding provided for this matter in the budget. "And the main thing - I appeal to the HQCJ and the Supreme Council of Justice - get ready for an effective and hard work, because we need a court this year. I will not let anyone to stop this process", said the President.
Petro Poroshenko also appealed to lawyers and jurists: "Do not be afraid. Participate in the competition for the Anti-Corruption court judges. Because we really need honest, brave, independent, professional and patriotic judges."
