On April 6, the Government approved the draft law “On amendments to the Tax
Code of Ukraine (in regard to the implementation of authorized economic
operators and simplification of customs procedures)” which was elaborated by
the Ministry of Finance jointly with experts and civil organizations.
The Ministry of Finance is adjusting the Ukrainian tax and customs
regulations to the EU-Ukraine Deep and Comprehensive Free Trade Agreement
(EUDCFTA). One of the steps in this direction is the above mentioned draft law
aimed at implementing a platform for authorized economic operators in Ukraine
similar to that working in the EU, which is an essential element in the customs
cooperation between Ukraine and the EU.
Presenting the draft law, Minister of Finance Natalie Jaresko pointed
out that the introduction of authorized economic operators and granting this
status to Ukrainian companies based on internationally acknowledged criteria
will pose an effective tool to tackle corruption and administrative pressure on
companies by the customs authorities. Also, the status of an authorized
economic operator is the highest degree of trust to the respective companies
which receive a preferential treatment and enjoy simplified customs procedures.
“The concept of authorized economic operators is the best practice in
international trade which has not been implemented in Ukraine so far. This
draft law will let significantly adjust our legislation to the EU standards,
reduce barriers in international trade and thus reduce the price of import
goods and improve the competitiveness of Ukrainian exporters”, Natalie Jaresko said.
According to the Minister of Finance, the implementation of authorized
economic operators shall help improve economic and administrative framework for
the customs clearance of goods and become an incentive for European companies
to enter the Ukrainian market, which should result in a higher turnover of
goods.
