Instruction on Transporting Cash and Investment Metals across Ukraine’s Customs Border (PDF)


1. The Instruction has been drawn up pursuant to Article 5, Article 11 and Article 13 of Decree of the Cabinet of Ministers “On Foreign Exchange Regulation and Control” No. 15-93, dated February 19, 1993, and Article 7, paragraph 14, and Article 44 of the Law of Ukraine “On the National Bank of Ukraine”.

2. The instruction sets out the rules, which apply to both residents and non-residents, for transporting (bringing into and out of, and transferring) cash and investment metals across Ukraine’s customs border. The provisions of the instruction do not apply to the bringing of cash and investment metals into and out of Ukraine by authorized banks.
3. For the purposes of the instruction,


“cash” means Ukraine’s domestic and foreign cash currency in the form of circulating banknotes and coins that are legal tender in their respective countries, banknotes and coins that have been withdrawn from circulation, or banknotes and coins that are to be withdrawn from circulation and exchanged for circulating ones (apart from coins considered to be investment metals), and traveler’s cheques;

“investment metals” mean gold, silver, platinum and platinum group metals, in ingot or in powder form, which have been refined to meet the highest international purity standards and whose quality is certified, as well as bullion coins with purity (for Ukrainian coins) not lower than 995 for gold coins, 999 for silver coins, and 999.5 for platinum and palladium coins, and (for foreign coins) purity not lower than 900 for gold coins, 925 for silver coins, and 999 for platinum and palladium coins;


“authorized representative” means an individual or legal entity that has been authorized by the top manager of a legal entity to act on its behalf. Other terms shall be construed according to the definitions provided in Decree of the Cabinet of Ministers “On Foreign Exchange Regulation and Control” No. 15-93, dated February 19, 1993.
