The Rada has adopted Law of Ukraine "On Amendments to Article 149 of
the Rules of Procedure of the Verkhovna Rada of Ukraine" (No. 3812),
according to the report, with a total of 229 MPs having supported the motion.
The law provides that if a draft law on amendments to the Constitution of
Ukraine (which meets the requirements of Articles 157, 158 of the Constitution
according to the Constitutional Court of Ukraine) was pre-approved by the
Verkhovna Rada but is not considered at the next regular parliament session,
such a draft law will be considered at the next regular session following
it.
Ukrainian MP Mykola Tomenko (the Bloc of Petro Poroshenko) stated the part
of the Coalition together with the Opposition Bloc had decided to change the
articles of the Constitution, which are only to be changed through a
referendum. He noted this could lead to the parliament "starting
experimenting with other sections" of the Constitution, which may threaten
the unitary form of the Ukrainian state and the status of the Ukrainian
language.
Leader of the Samopomich Party Oleh Berezyuk urged all deputies to retain
the existing Constitution.
Radical Party leader Oleh Lyashko said "the unconstitutional coup is
taking place in the parliament." The MP stressed that the process was
lobbied by the Coalition jointly with the Opposition Bloc.
In turn, Verkhovna Rada Speaker Volodymyr Groysman noted there were no objective grounds for concerns
over any unconstitutional activities. According to the official, the deputies
seek to provide more time for discussion on decentralization amendments to the
Constitution.
