Russian President Vladimir Putin has signed a decree "On Measures
in the Provision of Economic Security and National Interests of the Russian
Federation in International Cargo Transit from the Territory of Ukraine to the
Territory of the Republic of Kazakhstan via the Territory of the Russian
Federation."
The decree was posted on the official legal information portal. It was
signed in connection with the suspended validity of the free trade area
agreement with Ukraine on January 1, 2016.
The decree requires that international motor and rail cargo transit from
the territory of Ukraine to the territory of Kazakhstan via the territory of
Russia be conducted exclusively from the territory of Belarus "on the
condition of use of identification means [seals] in cargo bays [compartments]
of vehicles and rolling stock, premises, containers and other places where
goods are or may be present, including those operating on the basis of the
Glonass global navigation satellite system's technology, and on the condition
of record cards possessed by drivers of motor vehicles providing the
transportation."
"Identification means [seals], including those operating on the
basis of the Glonass technology, shall be placed [removed] in motor and rail
transportation in the entry into the territory of the Russian Federation
[departure from the territory of the Russian Federation] at stationary or
mobile control posts and control posts situated at railroad stations," the
document said.
Drivers of motor vehicles providing the transportation are compelled to
receive record cards from stationary or mobile control posts upon their arrival
in the territory of Russia from the territory of Belarus and to submit these
record cards to stationary or mobile control posts in their departure from the
territory of Russia.
Record cards shall be deemed invalid in case drivers of motor vehicles
violate the procedure for placing, removing and applying seals, including those
operating on the basis of the Glonass technology.
The Russian government is ordered "to establish requirements for
identification means [seals], including those operating on the basis of the
Glonass technology, the procedure for their placing [removal] and application
in motor and rail transportation, and the procedure for the issue [submission]
of record cards."
The government is also ordered to determine stationary and mobile
control posts and control posts situated at railroad stations involved in motor
and rail transportation.
The government is tasked to ensure control over motor and rail transportation.
Glonass joint stock company is named as "the only procurer of works
in the creation and operation of the system of control over motor and rail
transportation by use of identification means [seals] operating on the basis of
the Glonass technology," the decree said.
The decree enters into force on the day of its official publishing and
is valid until July 1, 2016.
