Groysman: decentralization, fight against corruption and reformation of legal and law enforcement systems — Verkhovna Rada's top priority

Decentralization, fight against corruption and reformation of the legal and law enforcement systems are the top-priority activities of the Verkhovna Rada.

Chairperson of the Verkhovna Rada Volodymyr Groysman said this at the meeting with European Commissioner for Justice, Consumers and Gender Equality Vera Jourova on Friday.

"Real decentralization and creation of efficient legal system are the urgent reforms," Groysman said. He noted that all other, following reforms would be rapid and effective once those basic ones are realized.

The Chairperson of the Verkhovna Rada calls the speediest and effective reformation of the legal system extremely important as it "is contaminated with corruption," which threatens Ukraine's statehood and its national security. At that Groysman said the Ukrainian Parliament had enshrined in law all the mechanisms of fight against that negative and shameful phenomenon.


He said that the draft constitutional amendments, elaborated by respective workgroup for improvement of constitutional principles of justice, had been sent to the Venice Commission. "Its conclusions will be important for us," Groysman noted.

The Chairperson of the Verkhovna Rada noted his commitment to the reforms in Ukraine and said that "the Parliament shows its ability to pass effective decisions the state requires so much now." At that he informed about the first steps on the way of reformation of the internal parliamentary procedures into openness and transparency.

In turn, Vera Jourova noted that this visit was very important for her, as she had an opportunity to meet with the leadership of Ukraine and she "gained an impression of what stage Ukraine was on the way of reformation and what was the status of the Basic Law amendment." At the same time, she highly appreciated the role of the Ukrainian Parliament in the legislative support of reforms. "I feel Ukraine is moving towards a right direction," she said.

Jourova also said that the EU would further support Ukraine.


The Chairperson of the Verkhovna Rada stressed that the Ukrainian Parliament counts on further cooperation with the European Commission.
