The President is confident that Law of Ukraine "On Amendments to
Several Laws of Ukraine in the Sphere of Public Procurement on Bringing It in
Conformity with the International Standards and Taking Measures to Overcome
Corruption" is a new powerful weapon against corruption.
The Head of State noted that a lot had been done already to overcome
corruption - establishment of NABU, new police, Anti-Corruption Prosecutor's
Office. "We are creating an absolutely unique mechanism that rapidly leads
to practical results in fighting against corruption," the President
informed.
Petro Poroshenko emphasized that the mechanism of the new Law will help
the state overcome corruption in the most corrupt sphere - public procurement.
"We can finally apply a system which ensures absolutely open procedure,
creates opportunities for the efficient procurement system that can be
monitored and controlled from any location," the President noted.
The Head of State stressed that electronic trading can save up to UAH 50
billion budgetary funds per year. "Within a very short period of time we
can save, according to preliminary estimates, up to UAH 50 billion. These savings
will remain in possession of the state, public enterprises and will get to the
state budget in the form of taxes," he said.
Petro Poroshenko thanked the staff of the Ministry of Economic
Development and Trade, especially to volunteers and civil activists who created
a platform for transparent procurement procedures. "We have many examples
when effective work of volunteers saved a large amount of public funds. The
pioneers were the volunteer troops in the Ministry of Defense. I am glad that
now we have the volunteer troops in the Ministry of Economy. Actions to combat
corruption should not be less effective than those in the battles for the
Homeland," the Head of State said.
The President urged ministries and regional state administrations to use
the e-procurement system. "If you use it, it is a very good sign.
Otherwise, it means that you have certain motivation to avoid transparency of
procurement. It will be a very important characteristic for me," he noted.
