The workgroup for constitutional principles of
organization and implementation of state power, local self-government,
administrative and territorial structure of Ukraine and decentralization of
power has elaborated a quality text of amendments into the Constitution of
Ukraine as to decentralization reform.
The amendments envision building of three-level system
of local self-government, its subsidiarity, creation of quality financial
grounds and proper control, Chairperson of the Verkhovna Rada Volodymyr Groysman
said opening the Wednesday meeting of the workgroup.
The Head of the Verkhovna Rada said he intended to
hold consultations at the European Commission for Democracy through Law (Venice
Commission) as to the offered amendments.
Groysman said that workgroup members and he personally
had held lots of consultations as to the formation of approaches to decision
making.
According to the Head of the Verkhovna Rada, all these
amendments will allow to create powerful communities and then there will be
decisions aimed at facilitation of communities' development in different
fields.
Groysman noted that the constitutional reform that
envisioned changes in local self-government is one of the crucial reforms
Ukraine currently needs.
