A New Digital Dawn for Ukrainian Entrepreneurs: ePermit Streamlines Business Processes

 


Starting September 18, Ukraine's entrepreneurs will take a significant step toward digital efficiency with the launch of the Unified State Electronic System of Permit Documents (eDozvil by ukrainian). This groundbreaking initiative, part of the broader EU4DigitalUA project funded by the European Union, marks a new era for businesses navigating the often cumbersome process of compliance and permits.

Announced by First Deputy Prime Minister and Minister of Economy Yulia Svyridenko on September 16 at the event "Economic Policy of Ukraine. Reconstruction During the War" in Kyiv, eDozvil is set to revolutionize how businesses operate. For starters, entrepreneurs will be able to register their declaration of compliance of the material and technical base with the requirements of labor protection legislation directly through the Diya portal in just one click. The days of waiting five or more days for approval from the State Labor territorial centers are over.

"We are launching the eDozvil system. The service for registering a declaration of compliance of the material and technical base with the requirements of labor protection legislation will be available to entrepreneurs on the Diya portal the day after tomorrow. This service is part of the comprehensive e-Entrepreneur service. Previously, the declaration was registered by the territorial center of State Labor in five days. From now on, the business will be able to submit the declaration conveniently and quickly in one click, and the eDozvil system will automatically check and register it," said Yuliya Svyridenko.

This electronic service is needed by enterprises that have heavy machines and mechanisms in production. Last year, more than 13,200 entrepreneurs submitted the document, in January-July 2024 - almost 8,000. Previously, the document could be returned if certain information was missing. In this case, the business had to go through the whole process again, wasting time.

Now, thanks to the Permit, the process of submitting declarations will be automated. The system will monitor the completeness of the information and indicate if any of the fields are not filled out. Provided all fields are filled in, there will be no refunds at all. That is, if it was possible to send the declaration through Diya, then the system will automatically accept it.

The Government is actively working to expand the suite of digital services available to businesses. During a government meeting on September 13, it was decided that entrepreneurs would soon be able to apply for the extension of export-import settlement deadlines electronically - a process that used to take days in paper form.

“We want entrepreneurs to be able to obtain a conclusion that extends settlement deadlines for export-import transactions. Until now, this conclusion was issued on paper. Soon, the process will take up to an hour instead of several days,” Svyridenko announced.

This new service will launch in October, providing businesses involved in complex operations—such as importing military goods or international tenders - with a fast, efficient way to manage legal timelines.

A Fully Digital Future for Permits and Licenses

Deputy Minister of Economy for Digital Development Oleksandr Tsybort confirmed that the Ministry’s ambitions go far beyond these first steps. “We have an ambitious long-term goal — the Ministry of Economy will issue 100% of permits and licenses in electronic format, with an average processing time of one working day,” Tsybort said.

This drive to fully digitize is more than just convenience; it’s about reducing the burden on businesses during uncertain times. Entrepreneurs won’t just be submitting documents—they’ll be doing so with confidence, knowing that any mistakes can be proactively corrected. If a document doesn’t meet the requirements, experts will quickly provide feedback through Diya, making it easier to fix issues without having to start from scratch.
