Ukrainian Private Military Companies (PMCs) to be legalised?

It has been a long time since Odessa MP Evgene Deyde (or Dade) was mentioned by the blog.  That is perhaps because like many MPs from Odessa, whatever political weight he may have is normally found with those to whom he prostitutes his Verkhovna Rada vote.

Ergo, when Mr Dade does put forth legislation there are two questions to ask.  Firstly, “what’s in it for him?” and secondly, “who is behind the legislation he presents?”

Mr Dade is currently championing the legalisation of Ukrainian PMCs, which despite being in existence in various forms, are currently prohibited from use within the territory of Ukraine.  However there are entities such as Omega Consulting Group, prima facie an entirely Ukrainian PMC structure, that engage in activities very much associated with PMCs – albeit all official activity is outside of Ukraine (read a few small Omega contracts in Africa).
