Center of public-private partnership referred to NAIP (Belarus)

The National Agency of Investment and Privatization became an organization for the development of public-private partnership (PPP). The corresponding Decree of the Council of Ministers was signed on July 6, 2016.

In addition to providing a full range of services for investment matters, NAIP will participate in the implementation of government and business projects of state significance. Decree No. 532 “On measures to implement the Act dated 30 December 2015 “On public-private partnership” defined the functions of the Agency concerning the preparation, consideration and evaluation of the proposals for the implementation of public-private partnership projects.

In particular, NAIP will have to evaluate the concept of PPP projects agreed with the government. The evaluation criteria can be technical, financial, organizational and legal capacity of the public or the private initiator for the PPP project implementation, the validity of the assumed commitment of public and private partners, as well as the correct distribution of the perceived risks between public and private partners. Experts will have 15 working days from receipt of the documents to prepare the conclusion.
The Center of public-private partnership was established for the development of the institutional environment and to perform the function of a mediator between the two sectors. It aims to provide advice and methodological support to the state governments in the implementation of infrastructure projects, to promote PPP in Belarus, as well as interact with the interdepartmental infrastructure coordination council on the PPP development policies in Belarus and creation of the national infrastructure plan.
The mechanism of PPP is now being widely used by more than 150 countries, including Russia, Ukraine, Moldova, Kazakhstan and the countries of Western Europe.
