Deputy Head of the Presidential Administration of Ukraine Kostiantyn Yelisieiev informed on the results of consultations of the advisors of the leaders of Ukraine, Germany, France and Russia, as well as the OSCE representative held in Minsk on June 15-16. According to him, the event was agreed on during the phone conversation in the Normandy format on May 23.
The parties have discussed the issues related to ensuring the implementation of the Minsk agreements. “We have used this format to outline Ukraine’s position of principle as regards many aspects and priorities in the context of the fulfillment and implementation of the Minsk decisions,” he informed. The Deputy Head of the Presidential Administration has emphasized that the key precondition for the further progress in the so-called political direction was the fulfillment of the security bloc of the Minsk agreements.
The parties have discussed the issues of withdrawal of all Russian troops from the territory of Ukraine, restoration of Ukrainian control over the uncontrolled area of the Ukraine-Russia border and necessity of immediate liberation of all hostages and political prisoners illegally retained in Russia. “We expect that the process, which started with liberation of Nadiya Savchenko and then was continued with release of Soloshenko and Afanasyev, will advance. It is principally important for us,” Kostiantyn Yelisieiev said.
The parties have also discussed efficient steps on de-escalation of the situation in Donbas. According to the Deputy Head of the Presidential Administration, the parties have managed to agree on principles of withdrawal of forces and armament from the delimitation line and define three districts where the withdrawal will take place - Stanytsia Luhanska, Petrivske and Zolote. The agreement was achieved with participation of Deputy Chief Monitor of the OSCE Special Monitoring Mission to Ukraine Alexander Hug. Ukraine counts on the implementation of this agreement, which will become an impetus for the withdrawal in other areas along the touch line.
Ukraine has insisted on the deployment of the security mission in Donbas that would ensure security of elections.
Speaking of elections in Donbas, the Deputy Head of the Presidential Administration noted that they must be held under the Ukrainian legislation and the OSCE/ODIHR standards.
The parties have agreed to continue contacts in the Normandy format. “Our goal is to prepare the next meeting of the Normandy format leaders properly in order to give a boost to the full and efficient implementation of the Minsk agreements,” Kostiantyn Yelisieiev stressed.
Deputy Head of the Presidential Administration thanked the French and German side for support and assistance in restoring sovereignty and territorial integrity of Ukraine.
