The law, which condemns the Communist and National Socialist (Nazi) totalitarian regimes in Ukraine

The Law of Ukraine "On the condemnation of Communist and National Socialist (Nazi) totalitarian regimes in Ukraine and the prohibition of propaganda of their symbolism"

The Verkhovna Rada of Ukraine on behalf of Ukrainian people - citizens of Ukraine of all nationalities, guided by the Universal Declaration of Human Rights, taking note of the resolutions of the Parliamentary Assembly of the Council of Europe number 1096 (1996) of 27 June 1996 on the elimination heritage of former communist totalitarian regimes, number 1481 (2006 ) of 26 January 2006 on the need for international condemnation of crimes of totalitarian communist regimes, number 1495 (2006) of 12 April 2006 on combating the resurgence of Nazi ideology,
number 1652 (2009) of 29 January 2009 in relation to monuments with conflicting historical interpretations in the states - members of the Council of Europe resolution of the Parliamentary Assembly of the OSCE SC (09) 3 R from 29 June - 3 July 2009 on inadmissibility of glorification of totalitarian regimes, the discovery of historical and political archives, studying totalitarian heritage and raising awareness of the public declaration European Parliament of 23 September 2008 on the proclamation of 23 August day of remembrance for victims of Stalinism and Nazism European Parliament resolution of 23 October 2008 in memory of the Holodomor - artificial famine in Ukraine of 1932-1933 European Parliament resolution of 2 April 2009 on European conscience and totalitarianism joint statement on the occasion of the 70th anniversary of the Holodomor - Great famine of 1932-1933 in Ukraine adopted at the 58th session of the UN General Assembly

Considering conviction in 1991 the Law of Ukraine "On the Rehabilitation of Victims of Political Repression in Ukraine" political repression, carried out during 1917-1991 years of the communist totalitarian regime in Ukraine, the delimitation method of state terror in government, inherent totalitarian communist regime and the declaration of intent steadily promote the restoration of justice and eliminate consequences of tyranny and violation of civil rights,

including recognition of the Law of Ukraine "On the Holodomor of 1932-1933 in Ukraine" Holodomor 1932-1933 genocide against the Ukrainian people, condemn the criminal actions of the totalitarian regime of the USSR aimed at organizing Holodomor, the result of which was the destruction of millions of people, the destruction of the social foundation of the Ukrainian people and its age traditions, spiritual culture and ethnic identity, and installation of the Resolution of the Appeal court of Kyiv, January 13, 2010 the fact of involvement of top management of the USSR, the USSR and the Communist party to the Holodomor of 1932-1933 in Ukraine

providing for the protection of rights and freedoms of man and citizen,

seeking to develop and strengthen an independent, democratic, legal state,

guided by Article 11 of the Constitution of Ukraine which obliges the State to promote the consolidation and development of the Ukrainian nation, its historical consciousness,

in order to prevent repeat offenses Communist and National Socialist (Nazi) totalitarian regimes, any discrimination on ethnic, social, class, ethnic, racial or other grounds in the future restoration of historical and social justice, eliminate threats to the independence, sovereignty, territorial integrity and the national security of Ukraine


adopts this law, which condemns the Communist and National Socialist (Nazi) totalitarian regimes in Ukraine, defines the legal basis of the prohibition of propaganda symbols and establishes the procedure for liquidation of symbols of the communist totalitarian regime.
