On February
11, the Ministry of Finance submitted to the Government its Concept for the
participation of external companies (advisors) in the reform of customs offices
of the #State_Fiscal_Service of Ukraine.
The Ministry
of Finance of Ukraine is actively working to implement institutional changes in
the areas it is in charge for. These changes are meant to substantially improve
the quality of public services provided to citizens and business as well as to
remove opportunities for arbitrary approach and corruption, first of all – in
the work of the State Fiscal Service of Ukraine.
For this
purpose, the Ministry of Finance has been pursuing a systemic reform of the
State Fiscal Service since June 2015. This reform was agreed with the IMF and
adopted by the Government of Ukraine. The reform must be implemented within 2
years. To reduce corruption at the #customs_authorities and to adopt best
international practices for the customs reform, the Ministry of Finance also
elaborate the above Concept for the participation of external companies
(advisors) in the reform of customs offices of the State Fiscal Service of
Ukraine and presented it to the Government. The Concept outlines the key tasks,
objectives and stages of the selection procedure as well as sets criteria for
the candidates to be entitled as international advisors for the Ukrainian
customs authorities.
The aim of the participation of advisors in the customs operations in
Ukraine is to reduce space for corruption, to simplify customs clearance
procedures for diligent companies, to enhance the institutional capacities of
the customs authorities in their key activity areas and thus to contribute to
the increase of revenues for the state budget of Ukraine. “We are convinced
that engaging an international company (advisor) with a flawless reputation and
solid experience in the management and reform of customs offices in other
countries will help us significantly enhance the personnel of the customs
offices and hire professionals without corruption experience and connections at
the customs authorities of Ukraine”, Minister of Finance #Natalie_Jaresko said.
