Second public discussion under as part of project «National dialogue: discussion of the tax reform concept» takes place in Kharkiv. Deputy finance minister Olena Makeyeva attends

On October 27, the second public discussion took place in Kharkiv as a part of the project «National dialogue: discussion of the tax reform concept» which is implemented by the Ministry of Finance and was initiated by the prime minister of Ukraine.


More than 100 representatives of local companies, public activists, business associations, representatives of the local public bodies and media attended the event.

The topic of the discussion was the draft of the tax reform proposed by the Ministry of Finance. In her speech, deputy finance minister Olena Makeyeva pointed out that one of main pillars of the proposed tax reform is that it can’t be implemented at the cost of financially vulnerable groups of citizens and pensioners. Another objective was to create equal business conditions for all entities as well as to simplify tax revenue management. That is why the flat tax rate principle had been selected as the basis of the proposed reform. 

«We are aware that any businessman wants to have a full understanding of the tax regulations and wants to regulate his tax payments. That is why the system proposed by the Ministry of Finance contains the flat rate of 20% (VAT, profit tax, personal income tax and single social contribution). This system is simple and clear to everyone», Olena Makeyeva said.

According to the deputy finance minister, business is ready to support this tax system, provided that the tax burden is really significantly reduced. Most critical remarks about the existing tax system refer to the lack of transparency and other problems which have accrued for years.

Other experts who shared their thoughts and opinions on the tax reform proposed by the Ministry of Finance were the head of the expert group of the NGO "Association of tax advisors of Ukraine" Lyudmyla Rubanenko, president of Kharkiv Chamber of Commerce and Industry Victor Zverev, head of the managing board of “Telesense International” Eduard Rubin and others.

The next public discussion of the tax reform proposed by the Ministry of Finance as a part of the project «National dialogue: discussion of the tax reform concept» will take place on November 6 in Dnipropetrovsk.

- the project was initiated by prime minister Arseniy Yatsenyuk;
- the project was organized by the Ministry of Finance jointly with the Ukrainian Media Center and with the support of the Fund «Vidrodzhennya»;
- the project stages a number of public discussions with the representatives of expert community, business and public in Lviv, Kharkiv, Dnipropetrovsk and Kyiv.
