At a plenary meeting on October 8, the Verkhovna Rada of Ukraine approved
in the first reading a draft law On External Labour Migration, submitted by the
Cabinet of Ministers. It was supported by 243 MPs.
In his speech in Parliament Minister of Social Policy of Ukraine Pavlo Rozenko said:
"It is a framework bill, but at the same time it was designed so that to
uphold such a category of citizens, as migrant workers for the first time at
the government level".
The bill enshrines the fundamental rights of migrant workers and their
families - the right to appropriate working conditions, social security and
family reunification. Apart from that, through concluding intergovernmental
agreements, the Ukrainian state undertakes commitments to ensure the protection
of rights of migrants to education and confirm the results of informal studies,
to facilitate satisfying their spiritual, national,cultural and language
needs. Another objective of the legislative act is to ensure compensation for
damage caused to migrant workers during their work abroad.
The bill was developed by the Ukrainian specialists jointly with experts of
the European Union, International Labour Organization, International Organization
for Migration. The adoption of the aforesaid law is one of the commitments
contained in the Action Plan for liberalization of EU visa
regime for Ukraine.
The draft law was designed to become the basis for drafting relevant
legislative acts called to expand and protect the right to social protection of
Ukrainian citizens – migrant workers.
