E-petition service introduced on official website of Verkhovna Rada of Ukraine on October 28



On October 28, the E-Petition service was introduced on the official website of the Verkhovna Rada of Ukraine in the frames of top-priority measures on creation of E-Parliament at the Verkhovna Rada.
In compliance with the Order of Chairperson of the Verkhovna Rada Volodymyr Groysman "On some issues of organization of work of the Verkhovna Rada Secretariat on registration and accompanying e-petitions addressed to the Verkhovna Rada of Ukraine," the Department of Computerized Systems of the Verkhovna Rada's Secretariat was named the technical administrator of the E-petition system.
The department for citizens appeals of the Verkhovna Rada's Secretariat will check, register, accompany e-petitions and fulfill other duties to meet the legislation.

The Order also contains specific instructions for secretariats of parliamentary committees named responsible for preparation and preliminary consideration of e-petitions, as well as for the Department of Affairs of the Ukrainian Parliament's Secretariat.
The E-Petition service was created to ensure openness and transparency of Parliament's activity: in compliance with the Law of Ukraine "On appeals of citizens," Ukrainian citizens will be able to address the Parliament with e-petitions.
Users of the Verkhovna Rada web-portal will be able to choose the following algorithm of actions:
— view and sign petitions;
— view petitions undergoing consideration at the Parliament;
— create new petition.
The Parliament's web-portal contains a list of fields and sectors users can direct their e-petition to.
At that a user should fill in respective blank at the web-portal to authorize.
As earlier reported, in the frames of the E-Parliament project, it was expected to introduce e-system of work at the Ukrainian Parliament.
In particular, the web-portal of the Ukrainian Parliament already has E-Protocol service, which contains data on voting of deputies, top-leaders and anti-leaders of the lawmaking process, text of plenary meetings, respective audio and video information; the Stop Absentee resource; etc.
