The High Council of Justice

The formation of the new constitutional body, the High Council of Justice, was a significant step towards legal reform implementation, establishment of the contemporary judicial system, and guaranteeing the independent functioning of the judicial power in Ukraine.


Its basic objective is to form, together with other state institutions, highly professional corps of judges capable of qualified, honest and unbiased administration of justice on a professional basis.

Being under its status a collective and independent institution, the High Council of Justice is also a democratic body according to the procedure of its formation and activity. The constitutional membership of the High Council of Justice of Ukraine is 20 members. Considering its specific powers and its tasks, the Head of State, legislative and judicial branches of power, as well as the prosecutor's system and such social institutions as advocacy, educational and scientific legal circles, form the Council.


The status, the terms of reference and the procedure of activities of this body are stipulated by the Constitution of Ukraine, the Law of Ukraine "On the High Council of Justice" and the Rules of Procedures of the High Council of Justice, which is adopted on its session. This date is considered to be the day of formation of the High Council of Justice of Ukraine.

The High Council of Justice of Ukraine launched its activity on 31 March 1998. This day its first session was held. This date is considered to be the day of formation of the High Council of Justice of Ukraine.
