Public administrative service portal launched in Ukraine

The electronic service portal iGov.org.ua, a joint project of state power, volunteers and IT companies intended to increase the level of provision of public services, was launched in Ukraine on Tuesday, according to a report on the official website of the Ukrainian president.

According to the report, the portal today has almost every service provided by the state to citizens and businesses. Nine services are available online, and it is planned to introduce 47 more in the near future, while 492 services are to be worked out for the future. If citizens do not find the services he or she requires, they can fill in a form and the service will be added to the portal. The term of the introduction of the electronic services depends on the readiness of public institutions and regions to introduce the newest technologies.

Around 60 various state agencies are involved in the project, both central and local ones.

It is planned to launch the registration of cars in the coming months. It is also planned to launch online services for international passports, form No. 4 in the Justice Ministry, etc.

"By the end of this year we set a goal to transfer 20% of public services to the electronic rails," Deputy Board Chairman of PrivatBank, one of the key designers of the portal, Dmytro Dubilet, said at the presentation of the portal on June 16.

"Our common task today is to help the development of the public service area, make services easy to access… The quality of work of the state machine could be measured by various indicators of internal efficiency, but the most important one is the cooperation of the state with citizens and business," Deputy Head of the Presidential Administration of Ukraine Dmitry Shymkiv said.

He said that the project is one of those that had been initiated from above – by society and specialists. It is a model in which citizens are involved in the creation of information resources, and the state takes the liability of using them without spending funds.

"Actually, this is an example of public private partnership in practice and an additional element of the single public portal of administrative services," he said.
