The Economic
Development and Trade Ministry of Ukraine should accelerate the reformation of
the state procurement system and update it to an electronic system Deputy Head
of the Presidential Administration of Ukraine Dmitry Shymkiv has said,
referring to the decision of the National Reforms Council made at a meeting on
May 15.
"All dates proposed by the ministry were
criticized by meeting participants and all [were asked] asked to accelerate
them by two times," he said.
Shymkiv said that during the meeting Ukrainian
President Petro Poroshenko expressed his readiness to support the relevant
draft law in the same way as he supported the draft law on drug state
procurement through international organizations.
The National Reforms Council also discussed the issue
of Ukraine joining the WTO Agreement on Government Procurement (GPA), which
would open new markets with an annual turnover of $1.7 trillion, attract
international investors, and carry out state procurement under international
standards, Shymkiv said.
He said that state procurement in Ukraine totals UAH
250 billion a year. The sum could be reduced by 10% if corruption is removed,
and the cost could be cut by another 10% if competition restrictions are
removed.
