7 ministries sign Memorandum on sectoral decentralization

Today the Ministry of Regional Development, Construction, Housing and Utilities of Ukraine was the venue for the signing of a Memorandum of understanding on support for the implementation of sectoral decentralization. The document was inked by the representatives of 7 Ukrainian ministries, particularly the Ministry of Regional Development, Construction, Housing and Utilities of Ukraine, Ministry of Ecology and Natural Resource, Ministry of Infrastructure, Ministry of Culture, Ministry of Education, Ministry of Health and the Ministry of Finance. Another signatory was Expert Deployment for Governance and Economic Growth (EDGE), funded by the Canadian Department of Foreign Affairs, Trade and Development and implemented by Agriteam Canada Consulting Ltd.


The Memorandum is aimed to reach a shared vision of decentralization reform, deepen methodology in its sectoral dimension. It is envisaged to develop a number of normative-legal acts, to form decentralization plans in various sectors.

The parties agreed to establish a mechanism of coordination of sectoral decentralization between the Ministry of Regional Development and other central executive authorities in the shape of a Coordination Committee. A party to the Memorandum can in the future become any governmental or non-governmental organization or institution interested in supporting the decentralization reform in Ukraine.
