Prime Minister of Ukraine
Volodymyr Groysman during a meeting with the Ambassadors of the G7 countries
underlined the determination of the Government in carrying out reforms in
Ukraine.
"I would like to emphasize
that the Government is steadfast in its efforts to carry out reforms and
changes. We'll follow this way," stated Volodymyr Groysman at a common
with President of Ukraine Petro Poroshenko meeting with the G7 Ambassadors on
Monday.
Volodymyr Groysman underlined
that the main guidelines for the Government’s work is carrying out internal
reforms, implementing the tasks provided by the Ukraine –EU Association
Agreement, as well as cooperation with the International Monetary Fund.
The Prime Minister has noted that
the Government is finalizing the preparation of an operational plan of its work
for the coming year, which will be based in particular on the Reform Strategy
2020, the Association Agreement between Ukraine and the European Union,
memorandum of cooperation with the International Monetary Fund.
Volodymyr Groysman underlined
that the Government attaches particular importance to the issue of
international cooperation, European and Euro-Atlantic integration. To this end, the Government
appointed a special Vice Prime Minister, responsible for this direction.
Among the priorities of the
Government the Prime Minister also called civil service reform, including
governance, as well as the issue of decentralization. He emphasized that the sphere
of state property management, quality of management of state-owned enterprises
and privatization need "professional approaches".
In addition, Volodymyr Groysman
called improvement of the system of public procurement one of the priorities of
the Government. "We want to make public finances more
transparent," he said.
According to the Prime Minister,
tax reform remains the focus of the Government’s policy. In this regard the Cabinet
takes into account the need to ensure the sustainability of the tax system and
tax administration efficiency, he said. "The system should be
transparent, clear, stable," pointed out Volodymyr Groysman.
The Prime Minister advocated further
reforming of the judicial and law enforcement systems. In this context, the Prime
Minister called strengthening the fight against corruption "in many
areas" to be the question №1. As an example, he cited the situation with
the import of medicines and their prices on the Ukrainian market.According to
him, the Government has taken steps to change the situation in this area,
which, in particular, facilitate access of foreign medicines to the Ukrainian
market. "This is an example of how the system was regulated and the
way it should be changed," he said.
As another example, the Prime
Minister cited the situation at Ukrainian customs, noting that the Government
is also taking concrete steps to address it. "These are those areas
that need surgical intervention," noted the Prime Minister.
According to Volodymyr Groysman,
the Government intends to take a decision aimed at ensuring public and
transparent privatization. "Our task is to create such a system of
privatization that would inspire the trust to investors and confidence of the
citizens of Ukraine," he emphasized. The Prime Minister said that the
Government is preparing proposals for public privatization of a range of
state-owned enterprises, noting that the number one in this list is Odesa Port
Plant.
Speaking about the decision to
establish a single gas price, the Prime Minister stressed that the Government
"destroyed the basis for corruption." Volodymyr Groysman stressed
that at the same time the Cabinet of Ministers creates appropriate "social
compensators" for vulnerable social groups. Moreover, under this
decision, the Government is taking steps for the development of domestic gas
production and energy efficiency, noted the Prime Minister.
Volodymyr Groysman said that on
its path of reforms the Government counts on the support of the G7 countries.
