Arseniy Yatsenyuk hands in ID cards to young citizens who get their first passport

On Monday, January 25, Prime Minister of Ukraine Arseniy Yatsenyuk presented first ID passport of acitizen of Ukraine to the young people aged 16. The ceremony took place at the Government House.

Arseniy Yatsenyuk congratulated the boys and girls that they were first to get the new ID passport: "This is not the passport of the former Soviet style in the shape of a book with a pasted in photo, but the new passport in the shape of an identification card with a chip in which any identifying information can be added."

"Ukraine switches to a new model of both identification of a citizen and the formation of new databases", he stressed.


According to Arseniy Yatsenyuk, ID cards are also necessary to ensure fast issuance of biometric passports in the future so that Ukrainian citizens could travel visa-free to the countries members of the European Union. New passports, he said, "correspond completely to identification standards defined in the European Union".

"This is our big program to make Ukraine part of the European space and the European Union",accentuated the Head of Government.

Arseniy Yatsenyuk also noted that the ID cards, in addition to basic data, can contain, in particular, data on social payments, taxpayer data: "That’s there will be a single document. Instead of a hundred referencedocuments there will be a single document for the identification purposes and for receiving appropriate services from the state, including through the Internet".

Since January 11, the State Migration Service started free processing of a new passport card for citizens of Ukraine aged 16 who apply for the first time.

The ID passport has a higher level of protection against counterfeiting, it has a contactless electronic chip and is issued based on electronic database – the Unified State Demographic Registry (USDR).

The passport card provides opportunities for the development of e-government, providing administrative services on-line and creation of electronic services in banking, insurance and other areas.


The replacement of existing passport booklets with the new passport card will last for about 4 years. During this time both ID cards and old paper passports will be valid.
