It is necessary to keep the pace of reforms and ensure full transition to e-system in 2016

Reform of public procurement is one of the most successful reforms. Yet at the first stage it shows a real result: budget savings in the e- procurement system ProZorro exceeded UAH 500 million. It is necessary to consolidate this positive effect and to develop it by adopting the Law "On public procurement", which will expandProZorro across the country, said Deputy Minister of Economic Development and Trade of Ukraine MaximNefyodov.
According to him, the average amount of savings from planned procurements in the electronic system makes up about 12-18%. By maintaining the existing level of savings and the total amount of purchases at UAH250 billion (data of 2014) as well as by the full transition to ProZorro the state is to save about 30-45 billion per year. And this means taxes, social benefits, financing of state programs. In fact, the state will get a huge internal source of funding in the amount of $1.5 billion annually.

He stressed the need to keep the pace of reforms and to ensure full transition to the e-system already in 2016. The public procurement law provides a basis for the transition to an electronic system of procurement undertaken by public funds. "Everything has been prepared for the adoption of the Law" On public procurement."We have carried out the necessary work, the document is very balanced, based on the experience of thousands of transactions of a pilot project. Now it is for MPs to decide. They just have to pass this law in the first reading this week, otherwise it will mean the sabotage of one of the most important reforms in the country," he added.
The ProZorro project and public procurement reform are very important in terms of combating corruption.Earlier it was just impossible to collect systematized and generalized information about public procurement in real time. ProZorro system can provide new tools for monitoring and make public those things that previously were carefully hidden.
