Agreements
with the international organizations UNDP, Crown Agents and UNICEF to buy
medicine and medical products have not yet been signed, in particular, four
documents which are required to transfer procurement to international
organizations are missing, and only a memorandum was signed with UNICEF, the
Anticorruption Action Center (AntAC) said on its Facebook page.
"International organizations are almost in a
panic, as they cannot imagine how they are to supply medicines by the end of
the year," AntAC said.
The center has published a list of the required
documents with the names of officials who are to sign the documents on its
Facebook page.
According to representatives of the AntAC, a
resolution of the National Bank of Ukraine that lifts restrictions on purchase
of foreign currency to pay to international organization by the Health Ministry
(Alexander Kvitashvili/Oleksandra Pavlenko, Natalie Jaresko, Valeriya
Gontareva, Arseniy Yatseniuk) is to be drawn up and approved; the fee for
purchases of foreign currency for payments to international organizations is to
be revoked (Yatseniuk) to amend cabinet resolution No. 117 to allow sending the
advance payment to international organizations (Kvitashvili/Pavlenko,
Yatseniuk);
amendments to cabinet resolutions Nos. 753, 754 and 755 to relax
the procedure for introducing medical products that would be bought from
international organizations are to be approved (Kvitashvili/Pavlenko,
Yatseniuk); amendments to Health Ministry's order No. 426 to relax the
procedure for registering medicines that will be supplied by international
organizations are to be endorsed (Kvitashvili/Pavlenko); a corresponding
cabinet resolution to establish the procedure for imports, supply and targeted
use of medicines and medical products that are exempted from taxation is to be
drawn up and approved (Kvitashvili/Pavlenko, Jaresko, Yatseniuk).
In addition, Justice Minister Pavlo Petrenko promised
to check each document personally.
