The European Union welcomes the re-launch of the nomination of the
selection panel to form the National Agency for Prevention of Corruption in
Ukraine, Deputy Head of EU Delegation to Ukraine Thomas Frellesen said.
"We very much welcome the constructive role played by everyone
concerned and the leading by [Justice] Minister [Pavlo] Petrenko in finding a
solution [to the nomination process of the Agency's selection panel].
The agency would be an important pillar of the anti-corruption
institutional system," he said at a briefing in Kyiv on Wednesday.
According to him, the EU delegation has "followed very closely the
proceedings with regard to the selection of the panel to appoint the members of
the agency."
"The issue of the creation of the agency as well as guarantees of
its independence are among the requirements on the visa liberalization action
plan and disbursement of the EU's financial assistance," he said.
"The re-launch of part of the selection panel composed of NGO
representatives, that has been under discussion, as well as the changes to the
[nomination] rules provide the greatest safeguards for the selection process,
including by making it more transparent," he added.
In his words, the previously selected members have demonstrated
"goodwill and honor by agreeing to step down as members of the selection
panel to allow to re-launch the nomination process."
Ukrainian Prime Minister Arseniy Yatseniuk earlier on Wednesday
expressed support of new rules for the nomination of the selection panel to
form the National Agency for Prevention of Corruption.
"We propose holding a new contest to nominate the selection panel
of the National Agency for Prevention of Corruption," he said at a cabinet
meeting on Wednesday.
"We, together with NGOs, together with the legitimately selected
members of the selection panel have taken an absolutely right decision to
change the rules for the nomination of the selection panel," he said.
