Memorandum on implementation of E-GAP inked

Memorandum on implementation of E-governance for accountability and community participation (E-GAP) was signed between the State Agency for E-governance in Ukraine and the Swiss Cooperation Office in Ukraine.

The signing ceremony took place on June 3 in the framework of the presentation of a new joint programmewith the participation of Vice Prime Minister, Minister of Regional Development, Construction, Housing and UtilitiesHennadii Zubko.

"Switzerland is working closely with the Government of Ukraine and, in particular, with the Ministry of Regional Development, Construction, Housing and Utilities. For us it has become a good tradition on a monthly basis to open and launch a new project. The e-government project is very timely for Ukraine. The joint program presented by us today will contribute to improve access and quality of services provided to citizens by the authorities at the regional and local levels using the e-governance tools. This will help to cut the time and reduce the cost of providing services, increase transparency and minimize corruption risks and ensure equal opportunities to acquire necessary services for urban and rural population", said the Director of the Swiss Cooperation Office in Ukraine Guido Beltran.

According to him, the E-GAP program is designed to ensure use of advanced information and communication technologies to improve the quality of management, intensify interaction between government and citizens and promote social innovation in Ukraine.


"Today we have officially launched our joint project "E-governance for accountability and community participation". There was conducted qualitative preparations to start this project and select the pilot regions. It is important that the project contains national and regional components and is fully compliant with the priorities of national policy to promote the development of e-governance in the country", stressed Chairman of the State 

Agency for E-governance of Ukraine Oleksandr Ryzhenko. He also added that the regions chosen in the process of preparation for the project have certain experience in e-governance, namely, in the area of administrative services.


So, affiliate regions for the program were determined Dnipropetrovsk, Odessa, Vinnytsia and Volynregions.
