On October
25 direct air flights between Ukraine and the Russian Federation came
to an end. The decision was taken to fulfill a resolution of the National
Security and Defense Council of Ukraine of September 2, 2015 "On Imposition of Personal Special Economic and Other Restrictive Measures (Sanctions)".
Russian
airlines are banned to perform direct flights to Ukrainian cities, however,
transit flights over the territory of Ukraine are afforded, if an aircraft
is not carrying dual-use or military goods or Russian military
manpower.
Whereas,
a particular mode of transit flights through Ukraine is
applied for the Aeroflot and the Transaeroairlines. These carriers should
contact the State aviation service to obtain a transit permission
for each particularflight through Ukraine in
the communication between the Russian Federation and Bulgaria, Israel, Turkey,
Egypt and Greece.
It should be noted that Ukraine imposed sanctions against 29 Russian
airlines that violated the national legislation of Ukraine and an
intergovernmental agreement by performing flights to the annexed Crimea and via
the prohibited areas.
In response
the Russian side illegally banned fights of a number of Ukrainian carriers,
thus forcing the State Aviation Service to completely stop air communications
with Ukraine for all the Russian air companies.
On October 23,
Ukraine agreed to numerous requests of the Russian side to meet and discuss
air service and had technical consultations with the Russian
delegation at the headquarters of the European Commission inBrussels.
The consistent position of the Ukrainian side is as follows: to launch the negotiations
Russian airlinesshould cease the illegal flights to annexed Crimea and
through the forbidden zones, and also to pay all the fines imposed by the
State Aviation Service on Aeroflot and other Russian airlines throughout 2014-2015.
A decision on further consultations
will be taken by leadership of the country.
