Ukraine signs memo on pilot transparency project in road sector

Ukraine's Ministry of Infrastructure, Ukravtodor, and CoST (the Construction Sector Transparency Initiative) on October 20 signed a tripartite memorandum on the CoST's work in Ukraine.

According to an Interfax-Ukraine correspondent, during the signing of the document, Director of the CoST Secretariat Petter Matthews said the CoST will be implemented by an independent advisory and monitoring group consisting of the representatives of the government, private sector and public organizations. They will oversee information disclosure in certain projects and expand the opportunities of public influence over the control and audit process.

The pilot projects for testing the CoST standards are four projects in the road sector: work on the Kyiv-Znamyanka road, the reconstruction of the Kyiv-Kharkiv-Dovzhansky road on the Lubny-Poltava section, the Roads of the Carpathians project, and public roads repairs in 2015.

According to Matthews, the project will be financed by a World Bank grant in the amount of GBP80,000 (about $120,000) within 18 months.

The first results of project will be available to the public in February 2016.
