Fully reformed Ukrainian judicial system will lack 8,000 judges – presidential administration

Regardless of how the judicial system is reformed, either by the recertification or reappointment of judges, a significant number of the judiciary will consist of former staff, deputy head of the presidential administration Oleksiy Filatov has said.
"I personally believe that there is no critical difference between the two proposals [on how to upgrade the judiciary]. The result will be the same," Filatov said at the forum "Respectable and Apolitical Themis through Constitutional Changes" in Kyiv.

He said that if the judicial system is fully reformed there will be a shortage of almost 8,000 new judges.
"If we pass certification or dismiss the existing [judges] and appoint new judges, we'll obtain the same result. The major part of the judiciary will consist of the same judges who work now," Filatov said.
He believes that the challenge faced by the country is to choose an effective and legal way to "get rid of those people who should not be in the judicial system."
