On September 15, 2015, the project “E-Data” and
the official web-portal delivering information on public spending were
presented at the Ministry of Finance. The Minister of Finance Nataliya Jaresko, her
deputy Oxana Markarova, the deputy Head of the Presidential
Administration Dmytro Shymkiv, the first Deputy Chairman of the Verkhovna RadaAndriy Parubiy, the
Head of the State Treasury Service Tetyana Slyuz, the Manager of
the project Olexandr Shchelokov and the head of the Centre for
political studies and analysis Viktor Taran participated in the
presentation.
The project marks the first step towards the
implementation of a transparent state budget and offers free tracing of public
spending. The web-portal contributes to more transparency in the system of
public finances and budgeting procedures and secures the right of the citizens
to receive accurate data on public spending online. It shall also
contribute to the prevention of corruption, since every citizen will be
able to trace the payments effected by all public authorities and state-owned
enterprises as well as the recipients of state funds, purpose and sum of
transfers. The data shall be updated every day and comprise approximately
1 ml transactions daily.
Opening the presentation, the Minister of Finance Nataliya Jaresko said: «We
are launching a revolutionary IT-platform which for the first time in the
Ukrainian history will make public spending open for everyone. We are
asking all representatives of the civil society, all media and all
citizens to use our new web-portal».
The first Deputy Chairman of the Verkhovna Rada Andriy Parubiy said: «This
not just a web-portal, this one more brick for building the successful Ukraine. Our
core task here is to fight corruption».
The deputy head of the Presidential Administration Dmytro Shymkiv added
that «Ukraine is leading the way worldwide not only in launching an
open portal on public spending, but also in granting access to open data
enabling analysts to receive the necessary information, to issue reports based
on this information and to search for potential corruption or misuse».
«Today’s launch of the web-portal is the first stage
in the complete opening of public spending, in a year Ukraine will receive a
fully integrated system for the transparent state budget which is unprecedented
worldwide in term of openness», the Head of
the State Treasury Service Tetyana Slyuz said.
Information on the entities entitled to manage public
funds of the state budget and local budgets as well as the social security
funds and the Pension Fund and on the recipients of these funds is planned to
be released for free access in November this year. Starting from January 2016 it
is planned to release information on the use of public funds by state-owned and
municipal enterprises.
