The legal status of the temporarily occupied territory of Ukraine

Temporarily occupied territory of Ukraine is an integral part of the territory of Ukraine, which is subject to the Constitution and laws of Ukraine.

The temporarily occupied territory has a special legal regime that applies to:

- The activities of state bodies and local self-government;

- Respect for and protection of the rights and freedoms of man and citizen;

- The rights and legitimate interests of legal persons;

- Crossing Boundaries temporarily occupied territory;

- Transactions;

- Elections and Referendums

- Realization of other rights and freedoms of man and citizen.


Forced automatic acquisition of Ukrainian citizens who live in the temporarily occupied territory of Russian Federation citizenship is not recognized by Ukraine and is not grounds for loss of citizenship of Ukraine.

Any bodies, their officials and officers in the temporarily occupied territory and their activities are considered illegal if these bodies or individuals are created, elected or appointed in a manner not prescribed by Ukraine’s law.


The legal regime of the temporarily occupied territory can be installed, modified or canceled exclusively by the laws of Ukraine.
