The interview: Ukrainian President on the introduction of martial law

President Petro Poroshenko in an interview to Ukrainian TV channels explained the need for the decision on the introduction of martial law in ten regions of Ukraine.
"The purpose of this martial law is to show that the enemy will pay a very high price if he decides to attack us and that it will be like a cold shower that will stop the insane who have plans to attack Ukraine. And if there is no aggression, consider that the goal of these actions has been achieved," Petro Poroshenko said.

The Head of State also stressed that his powers are not expanding. "The President has exclusive constitutional powers on the defense of the country in accordance with Article 106 of the Constitution. This is a direct constitutional responsibility of the President who must protect the country," he said.
The President also noted that all these measures are exclusively preventive: "Why? If aggression takes place, I will need minutes to organize an effective defense of Ukraine".
According to him, the meetings are already taking place in the Ministry of Defense and the General Staff with the involvement of all representatives of the security and defense sector in order to build the defense of Ukraine in the framework of the decisions made, in the framework of the Presidential Decree.
The Head of State also emphasized that at the time of the decree, only headquarters of defense not military administrations will be created. "To organize the preparation of territorial defense: check the reserve, check the possibilities for mobilization, check the technical condition. Part of the troops will be re-deployed, combat coordination will be shortened, stays at places of permanent basing and deployment on the border in order to immediately organize effective defense will be shortened”.
