Ukrainian President approved the Regulation of the National Cyber Security Coordination Centre

President Petro Poroshenko has signed the Decree "On the National Cybersecurity Coordination Centre", which approved the Regulation of the National Cybersecurity Coordination Center.

The Centre's activities will ensure coordination of activities of subjects of the National Security and Defense of Ukraine during the realization of the Strategy for Cyber ​​Security of Ukraine, to increase the effectiveness of public administration in the formation and implementation of state policy in the field of cybersecurity.


The basis for the development of the Regulations is the Decree of the President of Ukraine dated March 15, 2016 №96, which was put into effect the decision of the National Security and Defense Council of Ukraine dated January 27, 2016 "On Strategy for Cyber ​​Security of Ukraine" and approved the Strategy of cyber security of Ukraine.

National cyber security coordination center is a working body of the National Security and Defense Council of Ukraine.

The head of the Centre for the post is the Secretary of the National Security and Defense Council of Ukraine, the Secretary - Head of structural unit of the Office of the National Security and Defense Council of Ukraine in charge of cyber security issues. Center members are representatives of the subjects of security and defense sector of Ukraine in the field of cyber security: first deputy or deputy Minister of Defence, Chief of the General Staff of the Armed Forces of Ukraine, Chairman of the Security Service of Ukraine, Chairman of the Foreign Intelligence Service of Ukraine, the National Police of the President of Ukraine, Chairman of the National Bank of Ukraine ( by consent), with responsibility for the issues of cyber security, Chief of the Defence intelligence of Ukraine, head of the intelligence Administration of the State border service of Ukraine and Chairman of the State service for special communications and information protection of Ukraine.

Among the main tasks of the Center is the analysis of the state of cyber security; the results of the review of the national cyber security system; the state of readiness for cyber security entities to carry out tasks to counter cyber threats; state of implementation of legislation to protect against cyber threats state electronic information resources, information protection requirements prescribed by law, as well as critical information infrastructure; Information about cyber incidents in relation to the state information resources in information and telecommunication systems, and more.

The center carries out forecasting and detection of potential and real threats in the cyber security of Ukraine, summarizes international experience in the field of cyber-security; operational, information and analytical support for the National Security Council on cyber security issues.

The Centre also participated in organizing and conducting inter-ethnic and inter-agency cyber exercises and training, developing relevant guidance documents and recommendations.


According to the Regulation, the Centre shall have the right in accordance with established procedure to request and receive from the executive authorities, local self-government bodies, enterprises, institutions and organizations, statistics, information, reference and other materials necessary for the resolution of questions relating to its competence; use information databases governmental bodies, government, including government, communications systems, networks, special communications and other technical means.
